MICEX ETP – property. Founded in October 2010. In 2011, after a merger with RTS, it became the largest electronic trading platform in Russia.

The MICEX ETP is an electronic trading platform specializing in concluding transactions in accordance with 94-FZ and 223-FZ. The number of accredited participants exceeds 95,000 enterprises, and the total turnover as of September 2013 amounted to more than 300 billion rubles.

General information

The MICEX ETP is a special electronic service that allows enterprises to enter into transactions through electronic communication channels. The MMVB trading platform or the National Electronic Platform is one of the five officially recognized and approved resources in the corresponding area.

After changing the name of the MICEX ETP, the website address and domain name were also changed. The previous one - etp-micex.ru - remained valid for another 12 months for forwarding. New names were assigned to ETP sections for procurement under Federal legislation, as well as for tenders for the overhaul of residential multi-storey buildings. For trading on the MICEX ETP related to property, a separate platform has been created on its own domain.

The advantages of the MICEX (Maysex) platform compared to other platforms are:

  • the presence of a large number of centers in 8 major cities of the country;
  • the opportunity to work with clients outside the state (in particular, companies from Belarus hold auctions on this online platform);
  • the ability for contracting parties to directly access the Fabrikant web platform;
  • work simultaneously on several market segments - from money and goods to promotional ones.

The MICEX ETP for Government Procurement has the authority to conduct open online trading in accordance with federal law. The operator providing the services is the closed JSC MICEX - Information Technologies. Which, in turn, is part of the MICEX Group (MICEX Group). This organization offers services in the areas of trading, clearing, information and custody services. Today, the web platform of the Moscow Stock Exchange for government procurement allows you to carry out all operations for placing orders in full.

Elements of ETP NEP

ETP has some categories with the help of which it is possible to find the desired auction and material tenders in accordance with 44-FZ (auction for government needs) and 223-FZ (commercial procurement of organizations).

The “Property Auctions” segment contains the “Privatization” section. It is regulated by 178-FZ. This law also regulates the “Rental” and “Sales” segments of property. Bankruptcy tenders are carried out in this segment. They can take place in any form: both open and closed.

The national electronic trading platform NEP ETP MICEX provides its clients with a procurement database and a register of customers under 223-FZ. Thanks to this, all clients have the opportunity to study all the information and choose for themselves the type of work that suits them.

MICEX ETP: step-by-step accreditation

Firms or enterprises that want to take part in bidding on the basis of the Misex ETP must first be accredited on the platform before sending applications. To begin this procedure, the applicant must issue an electronic digital signature (EDS). The stages of accreditation at the MICEX consist of the following steps:

  1. Signature verification.
  2. Drawing up an application.
  3. Loading the installed package with documents for digital signature.
  4. Certification of the application with an individual digital signature and sending for verification.
  5. Webmail verification.

When all of the above stages are completed, the MICEX Government Procurement administrator sends a response by email.
This may be a positive decision by the ETP on accreditation or a notice that the application has been rejected, as well as the reasons for the rejection. The decision is made within 5 working days. To begin the accreditation request process, you must:

  1. Go to the MICEX ETP website.
  2. Find the “Suppliers” section.
  3. Select the "Accreditation" link.
  4. Fill out the MICEX ETP form, which will open in a new window. The type of accreditation must be indicated.
  5. Check if the digital signature is valid. If it does not meet the requirements of the site, a notification will appear on the page.
  6. After making sure that the signature is functioning, send the application to the ETP operator.

When filling out forms for accreditation on the MICEX trading platform, a special form opens in which you need to fill in all the empty fields. The body of the application itself has already been submitted and is not subject to change.

The applicant must fill out the MICEX section “Basic Information”, where the company data is indicated. In the form below you need to indicate the bank details of the company. Next, enter the location or legal address.

In the “Registration Documents” section, indicate the contract amount (it is better to indicate the maximum possible), as well as the maximum possible transaction amount that the company is ready to complete. Scans of all necessary documents are attached here:

  • Extract from the Unified State Register of Individual Entrepreneurs or the Unified State Register of Legal Entities. The statute of limitations for statements must not exceed 6 months.
  • OGRN.
  • Charter
  • An official document that confirms the authority of the head of the enterprise. Individual entrepreneurs present a citizen's passport.
  • The decision that the transaction is approved (for everyone except individual entrepreneurs).

Next, click “Sign and Send.” Then you are prompted to activate your web mailbox. A letter is sent to him. It contains a link to activate your personal account. By clicking on it, you can see where the login and password are entered. After filling out, all that remains is to Confirm the application and then submit.

System requirements

Since procurement actions on the “National Electronic Platform” take place online on its official website, it is necessary to start working with the NEP by setting up the user’s workplace. To do this you should:

  1. Install cryptographic information protection through CryptoPro CSP or another certified crypto provider in Russia and crypto provider Avest CSP in Belarus.
  2. Install Security Update for CAPICOM.
  3. Check the version of the operating system installed on your computer.
  4. Check that the browser installed on the system (Internet Explorer is recommended) is up to date. Update it if necessary.
  5. Configure trusted nodes.
  6. Set up a flash card.
  7. Delete temporary files.
  8. Install JavaScript.
  9. If necessary, set up a secure connection via https.

In addition, it is necessary to check the presence of a personal electronic signature (EDS) on the computer, without which the EDS cannot operate. To check you need:

  1. Launch the certificate manager on your computer.
  2. Press the Windows key combination + R.
  3. Enter “certmgr.msc” in the window that appears.
  4. Click on “OK” in the window.
  5. When the “Certificates” window opens, expand the “Personal-Certificates” lists.
  6. The required certificate with the value NCA RK (RSA) should appear on the right side of the window. Here you should make sure that the validity period of the electronic signature has not yet expired.

MICEX: the most common mistakes on ETP

When undergoing accreditation, many ETP users make mistakes that complicate the verification procedure on the MICEX . The most common mistakes include:

  1. An attempt to submit an application has already been made, but was not completed. To fix it, you need to log in again and, using a signature, complete the process.
  2. The registration procedure was not completed, but the company's digital signature has changed. Here you should return to your personal account on the site using your verification data. In the window for Changing EDS, add a valid signature and complete the action.
  3. The company has already been registered on the MICEX ETP platform by another user. To gain access to your personal account, send an application to add a user, attaching a power of attorney.

For any questions, you can contact the MICEX ETP technical support specialists. All services related to trading are provided on the National Trading Platform free of charge. However, when undergoing accreditation, you must have a key and an electronic digital signature certificate. Their production can cost the customer from 2000 to 7500 rubles. The price depends on the chosen tariff.

Functionality

In addition to automating the process of conducting electronic auctions, NEP has the ability to generate reports on organized and completed auctions, provides an automated register of unscrupulous suppliers, support for customers and suppliers on the functioning of the ETP, as well as the possibility of obtaining a tender loan and a bank guarantee.

Consultations are provided on complex issues of law enforcement practice, information and methodological support, creation of expert opinions and analysis of documentation related to procurement.

NEP experts conduct seminars and conferences for customers and suppliers, publish a “Review of the practice of resolving disputes within the framework of Law No. 44-FZ”, “Handbook for the procurement organizer”, which not only reveal in detail the functionality of the ETP, but also help resolve controversial issues that concern antimonopoly legislation or judicial acts regarding procurement activities.

At the initiative of NEP, the website www.naiz.org operates services that help customers prepare and conduct tenders. Among them are calculators for auction timing, calculation of the initial (maximum) contract price and others.

Structure and functionality of the MICEX ETP

Organizations and individuals who have received accreditation on the MICEX ETP receive access to all data on upcoming open trading, as well as the right to participate in them on an equal basis with others.

The structure of the site includes 3 main sections:

  • bidding for state needs is regulated by 44-FZ;
  • commercial procurement operations are described by Federal Law No. 223;
  • auctions for transactions with property rights - sales and leases, privatization and bankruptcy.

First of all, you need to correctly configure the MICEX ETP workplace. The computer must be equipped with Windows OS.

A little about the electronic platform itself

Currently, the MICEX ETP is part of the group of companies of the Fabrikant trading portal. It is a subsidiary of this group.

For a more complete picture, here are a few more well-known enterprises that are part of the same group. These include: TS "Oborontorg" (purchases for the Russian Ministry of Defense), TS "Gazneftetorg" (purchases for the country's oil and gas industry enterprises).

The year of creation of the site is considered to be 2010 and initially it belonged to the largest holding company “Moscow Exchange”. The site passed to the current owner in 2014 through the purchase of 100% of the company’s shares.

According to Russian information sources, the transaction amount was about 300 - 440 million rubles. The general director of the site is Gabestro S.V., who, among other things, also holds a leadership position in the expert council on investment and government procurement, working under the Government of the Russian Federation.

Search for a lot on the ETP and submit an application for MICEX trading

To select a lot, ETP users go to the MICEX “Property Trading” tab and configure filter and search parameters. Next, the program will process all available information and produce a list of suitable lots. If the status is set to indicate that applications are being accepted, you need to press the number and go to the data page.

In the “Notices” section there is a transition to “Tender Documents”. General information on the MICEX ETP must be published, and information on specific lots is provided at the request of the organizer.

To confirm your participation in the next ETP auction, you need to send the amount of the deposit as payment. Next, you need to click on “Submit Application”. If the applicant for participation in the auction does not attach the documents required by the organizer, the application will not be sent. This can be done using the “Add file” button. All documents must be certified with digital signature.


If an application submitted to the MICEX ETP wins the online auction or is in a single copy, the trading platform transfers the deposit to the organizer. The applicant has the right to withdraw his application or change its conditions until the collection period ends.

Registration

Participation in government procurement on any of the 8 federal electronic platforms from 2021 implies mandatory registration in the Unified Information System (UIS) on the zakupki.gov.ru portal.

Without this registration, the customer will not be able to be accredited to NEP. After accreditation and integration into the local register of customers, he will need to add his electronic signature to the NEP. This gives him the right to fully participate in the work of all sections related to government procurement.

Algorithm for registering customer organizations and customer representatives under 223-FZ:

  1. Obtain an electronic signature from an authorized Certification Center.
  2. Set up work via a secure connection.
  3. Check the electronic signature of the Auction Organizer.
  4. Go through the registration procedure of the Customer Organization on the Official website of the unified information system in the field of procurement on the information and telecommunications network Internet.
  5. Go through the procedure for registering a power of attorney on the National Electronic Platform.
  6. Log in to the Personal Account of the Customer’s Organization on the electronic platform using an electronic signature.

Algorithm for accreditation of participants:

  1. Set up work via a secure connection.
  2. Check the electronic signature of the Participant’s specialist.
  3. Go through the accreditation procedure on the National Electronic Platform.
  4. Fill out the application form and certify (sign) it with an electronic signature.

To take part in the activities of sections related to commercial procedures, bankruptcy auctions and property auctions, you should register directly on the relevant pages of the portal by filling out the registration forms located on them.

1. Select the category “Purchases under 223-FZ on NEP” on the main page of the site in the “Registration” tab.

2. Select the type of activity: participation in procedures or organization of procedures.

4. After selecting the “Certificate” item in the list, click on the “Submit” button.

5. Enter the PIN code in the modal window that opens and click on the “OK” button.

6. Fill in the empty fields in the registration form.

7. To confirm the participant’s authority, attach the relevant documents.

8. Check that the information has been entered correctly.

9. Click on the “Sign and Send” button.

10. Enter your PIN code in the window that opens and click “OK.”

11. By clicking on the link indicated in the received letter, confirm your email address.

12. Log in to the user’s personal account.

13. There, select the certificate again and click on the “Confirm and send” button.

After the user correctly fills out the form and confirms the email address, the system sends a notification about the completion of the registration process and the opportunity to start working in your personal account.

In the subsequent period, logging into your personal account is possible using a login and password or an electronic signature, as well as through the State Services website.
