Description of the Tatneft site
The main area of activity of ETP "Tatneft" is the purchase of products from the oil and gas industry, as well as goods for household needs (furniture, appliances). Participation in the procurement process is free of charge and only on the ETP website (https://etp.tatneft.ru).

ETP customer is any individual or legal entity who is the owner of the company’s funds and assets (or their manager), in whose interests electronic procedures are carried out. This can be any structural division of PJSC Tatneft or a legal entity that has entered into a service agreement with the department for supporting electronic procurement activities of PJSC Tatneft (tatneft.ru). It must be taken into account that some customers must comply with the requirements of Law No. 223-FZ.
Note! At the site, procurement can take place both in the open part of the system and in the closed part. Accreditation is required to access the closed part of the site.
The site has a contact center that provides user support (advisory and technical) regarding the operation of the system.
The platform began its activities in 2010, conducting trading exclusively in the oil business. After an increase in trade turnover, the Tatneft trading platform began purchasing goods for a variety of purposes.
The main volume of purchases is carried out by JSC TANECO, divisions of PJSC Tatneft, the Tatneft group of companies, and independent oil companies.
Today, the trading platform holds auctions for 15 groups of goods:

List of auctions held on the
Tatneft ETP platform - a trading platform for conducting the following types of electronic procedures:
- Electronic auction is the most common type of trading in the system.
- Request for proposals/tender. This type of bidding is intended to collect information about prices for necessary goods and delivery conditions.
- Reduction is the next stage of the request for proposals/tender, which is formed upon a written application from the customer no later than three working days after completion of the first stage. Carrying out a reduction is similar to the process of holding an auction.
- Reduction according to the Dutch method is carried out at the request of the customer and is not a type of auction. The main difference between this reduction and the usual one is that two prices are set for the lot: initial (maximum when buying/minimum when selling) and limit (minimum when buying/maximum when selling), as well as the step of changing the price of the lot. During the bidding process, the starting price changes towards the limit price by a specified increment. If no bid is received from the participant within the specified period for changing the step, then the price changes automatically. After the first bid is received from the supplier, the reduction is completed.
- Tender/request for quotations is a procurement method in which the customer informs suppliers about the need for products and invites them to submit proposals.
Important! Request for proposals, tender, reduction, request for quotations are not tenders, and accordingly are not regulated by Articles 447-449 of the Civil Code of the Russian Federation.
The customer is not obligated to select a winner and may reject all participants at the end of the procedure.

Based on the results of previous years, it was among the top twenty in terms of product sales among domestic companies. The organization's core assets are located in the Republic of Tatarstan. Documents for registration
No documents are required for registration. To fill out the form, you only need a certificate of registration.
Participants can also undergo accreditation to gain access to auctions of accredited goods. To obtain accreditation, you must submit the following official documents:

- Permits for goods subject to mandatory licensing or certification.

Registration procedure
The registration procedure involves entering all the details of the registering organization. A company from any country in the world can register in the system; to do this, you need to log into the website and fill out the form:
- Basic information about the organization - full and abbreviated name, legal form, date of foundation and bank details.
- Certificate of registration - date, certificate number and by whom it was issued.
- Details – TIN, KPP and OGRN.
- Address data – region, postal address and legal address.
- Contact information - you must provide a phone number, fax, email and website, if available.
- Additional information - you can attach a price list in Excel format, as well as enter an enlarged list of supplied goods (works, services).

After filling out the form, you must enter a special code that is sent to your email and proceed to the next stage of registration.
Next, enter the details of the organization’s representative and user authentication parameters. After clicking the “Next” button, registration is completed. After successful processing of the application, login to the system is carried out using the specified login and password.
How to take part in the auction
In order to take part in the auction, you must go to the section of your personal account in the Tatneft ETP - “Tenders”.

When opening an application, you must read all the information provided in the order conditions and click the “Take Part” button. After this, the supplier is added to the list of participants. The supplier can also refuse to participate in the auction by clicking the “Refuse to Participate” button and will be asked to enter a reason for refusal.

Accreditation is not required to participate in tenders, and most published tenders are open. Bidding occurs mainly by submitting an application with a price proposal, but the application itself must meet qualification and technical requirements.
Bidding process
After receiving admission to the auction/reduction and the start of bidding, the participant makes price offers on the auction page. The “Offer” tab contains a field for entering a price, information about the current best price and the time remaining for the offer. Under the field for entering prices, the acceptable range of prices that can be offered is written. The page also contains a table of all price offers made during the auction.
To participate in the request for proposals/tender, the participant, after clicking the “Take Participation” button in the “Items” tab, enters prices for each product item, information in additional fields on the page, as well as the terms of the offer. Then, having generated and signed the “Commercial Proposal” document, the supplier uploads a scanned copy of it into the system. After entering all the required information, you need to click the “Complete Offer” button.

I would consider the main advantages of an electronic auction to be:

After the end of the auction/reduction, if the participant’s price was one of the three best, he will be notified of the need to fill out prices by lot position within 8 hours and attach a commercial offer through the site interface.
