On February 7, a Forum was held dedicated to simplifying the procedure for consolidating the electrical networks of SNT and cottage villages. The issues of transferring SNT networks to the balance sheet of electric grid companies were discussed in detail.

The forum was attended by representatives of PJSC "MOESK" JSC Mosenergosbyt, the Moscow Regional Duma, the Ministry of Energy of the Moscow Region, the Union of Summer Residents of the Moscow Region and the Moscow Regional BTI.

The law of July 29, 2017 No. 217-FZ, which came into force on January 1, 2021, establishes the right of gardeners and vegetable gardeners to transfer free of charge into the state ownership of the constituent entity of the Russian Federation or municipal entity on whose territories the territory of gardening or truck farming is located, highways, electrical grid facilities, and water supply , communications and other objects included in the common property.

This is important because the majority of SNT and ONT members are people of retirement age, for whom maintaining, modernizing and repairing, for example, electrical networks in SNT is an unbearable financial burden.

The absence or insufficient funding often leads in many SNT to the dilapidation of power lines and substations. This creates problems with power supply not only for summer residents themselves, but also for other consumers.

Transferring power grid facilities to the state balance increases the reliability of power supply, since a specialized company will be responsible for eliminating accidents and maintaining networks. The quality of electrification will be equally high.

General Director of PJSC "MOESK" Petr Sinyutin

opened the event with a welcoming speech and said: “MOESK made an unprecedented decision to remove the main technical restrictions, which previously often became the reason for refusing to accept the electric grid assets of gardening partnerships and cottage villages on the company’s balance sheet.”

The consolidation program is supported by the Union of Summer Residents of the Moscow Region. In his speech , Nikita Chaplin,

First Deputy Chairman of the Moscow Regional Duma, Chairman of the Union of Summer Residents of the Moscow Region spoke about the main changes that have occurred for summer residents in 2021 and emphasized the importance of the issue of transferring networks to a specialized organization: “After the transfer of networks, each owner of a plot in SNT pays only for his electricity at the state tariff , and professionals are responsible for electrical equipment and disconnecting non-payers. This is a real cost reduction for every summer resident and gardener.”

Deputy General Director of PJSC "MOESK" Alexey Starostin

spoke about the importance of transferring networks to the balance of a specialized organization, as this will ensure the reliability of power supply. The transition will also reduce electricity costs for both SNT and individuals, members of SNT.

Alexey Starostin reported that, in pursuance of the instructions of the Governor of the Moscow Region, the company has significantly simplified the requirements for the process of transferring electrical networks of gardeners' associations and cottage villages to the balance sheet of PJSC "MOESK". The total consolidation period from the date of submission of the complete application by the owner until the signing of the transfer agreement will be 30 days.

The mandatory conditions for transfer remain:

— an application for transfer, which can be submitted either through your personal account on the MOESK website or in one of the company’s client offices;

— decision of the general meeting of SNT members on the transfer of objects;

— correctly working metering device of any modification;

— technological connection of the entire network to PJSC “MOESK”.

“A significant event has occurred that will seriously affect the quality of energy supply to residents of garden communities and cottage communities. After all, simplifying the procedure for transferring their networks to the balance sheet of the electric grid company is a serious help for those summer residents who, for a number of reasons, were not able to bring their networks into proper form and an incentive for many residents who thought about this procedure,” noted the Minister of Energy of the Moscow Region region Leonid Neganov

In total, there are 11 thousand SNT in the Moscow region; according to information, 5.7 thousand are connected. PJSC "MOESK" accepts power grid facilities only that are connected to them. The Minister of Energy of the Moscow Region noted that PJSC MOESK has a huge service area; Mosoblenergo JSC is following the same path, which also provides a large territory of the Moscow region with electricity.

General Director of the Moscow Regional BTI Alexander Bednyagin

spoke at the Forum about changes in legislation in the field of summer cottage construction and the new procedure for converting a garden house into a residential one. This issue is important for summer residents, since in a residential building it is possible to register and only for residential buildings and buildings a reduction factor of 0.7 can be applied to the electricity tariff.

Separately, Alexander Bednyagin dwelled in detail on the new notification procedure for registering real estate, which will be valid for all houses after March 1, 2021, and emphasized the importance of registering your properties.

At the end of the event, representatives of the Union of Summer Residents of the Moscow Region, PJSC MOESK and JSC Mosenergosbyt answered questions from the chairmen of the SNT. Participants noted the importance of support for the consolidation program by the chairmen of SNT and other grid companies providing electricity to the region.
